Easiest way to make a FIFA 16 mod?

Hello! What is the easiest way of making a custom league? Is it to create a new league in CM16 or is it to replace teams in any league? I want to make the swedish 2nd division

For teams it doesn't really matter... but its better to replace a league (fill your new team into a default EA-League)
