open the "data0.big" in you FIFA11\Game Folder, klick in the right window of "career.ini" => Export in your Game Folder
there you can edit the ticket prices

with this tool, you can edit the starting budget: Creation Master 11-CM 11 - Fifaplanet

you have export the "career.ini"?
Ok, you can edit the file with the Editor from Windows and you can save the "career.ini"
if you have that, you still have to regenerate your BH-Files in you Game Folder:
