Time ago i edited stadiums on PES6 with blender, dont know if its the same on fifa, but i always did like this:
If i want to import something from other stadiums in this case animated addboards, i open a stadium with blender that has animated addboards than go to File - Save As blend file
Than open your stadium delete your addboards and import all the addboards from the blend file you saved.
Again this was on pes6 using blender, dont know if it will work on fifa, but i guess it must.

in your stadium model is only one block for digital adboards...in the original stadium models (was have animated adboards), we have 58 blocks for digital adboards...
and the hexcode is a little bit different...
your model:

in the offset 30 you have the 75 72 65 00 64
original model:
Anhang 10299
in the original we have the 75 72 65 00 ED, that's in all 58...

I think that's not enough you have one block for animated adboards in the modell, there must be at least two...
I suspect that one block has the size 256x64, 2 blocks have then 512x64....
